WALLS WANTS DRUG TESTING FOR EMPLOYEES

GUNTERSVILLE -- Marshall County Sheriff Scott Walls on Monday
requested that the county commission institute a new drug-testing
policy that includes random tests for employees of the sheriff's department.

He said it would increase public trust and help with insurance rates.
Upon discussion, commissioners approved an even broader proposal that
includes all county employees.

Commission Chairman Billy Cannon agreed, saying the new policy will
enhance the county's liability insurance program, especially for
operators of heavy equipment and officers who may be involved in
high-speed patrols.

The county currently sends employees for drug testing at
pre-employment and after accidents. There is a policy that was
adopted two years ago that includes random testing, but it has not
been put into effect by the commission.

It is similar to the one Walls recommended, and the county may use a
policy that combines both of these.

County employees will have to fill out forms for the new policy and
will receive letters in their payroll checks, informing them of the changes.

Once the new policy is passed by the personnel board and finalized by
the commission, notice will be given and a 60-day waiting period will
be observed before the first testing can begin.

Walls also asked commissioners to consider requested pay raises.

"There is a great amount of pay discrepancy here," he said. "We are
greatly behind other law enforcement agencies. If we want to attract
good people, we must pay more."

Cannon said the commission is having a hard time attracting employees
when they can make more in private industries.

Walls also requested equipment for patrol cars, and commissioners
voted to approve about $3,000 per vehicle for light bars, speakers,
sirens and other equipment.

Additionally, bids were awarded to Alexander Ford in Boaz for 10 or
more 2007 patrol cars, for $20,786.95 each, and to Gilbert & Baker
Ford in Albertville for a 2006 Ford Expedition for $27,500.
