POT REFUGEES

Canada has a reputation as a safe haven for all kinds of refugees. In
the 60's, thousands of those refugees were U.S. draft dodgers fleeing
forced service in Vietnam.

Now there's another group of Americans seeking sanctuary here, though
they're dodging a different kind of war: the war on drugs.
