CRIMINALS NEED TO WORK OFF DEBT

I think anyone caught in theft, drugs, or criminal activity, should
pay there dues by working it off in our town.

They should not get social service, or any other monetary sources,
until their debt is paid.

Their source of income shall be decided on by the citizens in our
community, at a rate decided upon by the citizens of our city.

If they don't comply, the there should be stricter measures in place
to force it.
