REGULATING DRUGS

Sir, Despite the Government's claims to the contrary, its slide towards
effective legalisation of cannabis may now be unstoppable. Even if the law
can't sustain a deterrent to drug-taking, we need not renounce all forms of
disincentive. Legalisation could be made subject to licence for
individuals, with the public given access to the licensing records.
Employers and others would then be able to exercise their own judgment in
their relations with drug-takers.
