KENTUCKY: VIDEOTAPE OF SLAIN EX-SHERIFF SURFACES

Less than a month before he was found dead in his burned pickup truck, a
former Harlan County sheriff was captured on videotape accepting money from
a drug dealer, the authorities said. The former sheriff, Paul Browning Jr.,
57, left, was ousted from office 20 years ago after being convicted of
plotting to kill two political opponents, but he had been running for his
old position. The current sheriff, Steve Duff, would not say where he
obtained the tape, which shows Mr. Browning stuffing cash into his shirt
pocket and saying he planned to kill a former deputy.
