Regarding "Prostitution sting nets 8 arrests," The Charlotte Observer

It was fascinating to read the comment of Hickory police Capt. Clyde
Deal regarding the arrest of men on solicitation charges: "If you
don't have customers, there's no need for the service."

If the law of supply and demand is used to arrest prostitutes'
customers, why is the same principle not applied in the arrest and
prosecution of drug users/abusers?

Daily we read of the arrest of pushers, but rarely are we told of
law-abiding citizens who use drugs recreationally being arrested. Why
not?

Which is least effective and costly -- to arrest drug users and throw
them in jail? Or to arrest drug users and require that they enter a
rehabilitation program?
