At least one medicinal marijuana advocate was celebrating a victory of
sorts Thursday, after Victoria council approved a motion supporting the
decriminalization of medicinal marijuana.

Ted Smith, founder of the Cannabis Buyer's Club, said he was "incredibly
happy" with the decision, which was a unanimous one. "I didn't expect them
to go this far," he said outside City Hall.

Smith hoped the decision would prompt local police to be a little more
understanding of those who are supplying medicinal marijuana, yet at the
end of the day drug laws are a federal responsibility.
