FIGHTING DRUG USE

Last week the Miami Coalition for A Safe and Drug Free Community, whose
board I chair, reported that our community continues to make progress in
reducing youth drug use. With broad participation we have moved from the
tragic circumstances of the early 1990s to having the second-best record in
Florida in drug use and among the best in urban America.

These achievements are due in no small measure to the school system's drug
prevention Trust Program, which is national model. Among other services, it
provides a drug counselor in every school. Congratulations to the
Miami-Dade School Board for sustaining this program despite budget
difficulties.
