MASSACHUSETTS: DRUG-TEST PAYMENTS
The Suffolk County Sheriff's Department, which has a $6.5 million budget
deficit, has paid hundreds of thousands of dollars to guards who passed
mandatory drug tests. Rick Lombardi, a spokesman for Sheriff Richard Rouse,
said the bonuses were the cost of persuading labor unions to agree to
annual drug tests.
