Nonviolent drug offenders may no longer face jail time if voters approve a
constitutional amendment that would place such people in treatment, not
prison cells, upon their first drug arrest. The Ohio Campaign for New Drug
Policies is gathering signatures to put the issue on the November ballot.
Gov. Bob Taft, a Republican, opposes the amendment, saying it would
undermine law enforcement efforts to curb illegal drug use.
