WHAT ABOUT CHRONIC USERS?

It's been said numerous times, by a very large crowd of people, that there
is no law preventing people from being stupid.

Well, legalizing marijuana enters unfamiliar legal territory, namely
government opening the door for people to be stupid.

All the while, the biggest issue in the legalization debate goes untouched.
Namely, the motivation of chronic marijuana users to get more pot, and use
it -- this is only peripherally addressed if at all.
