We're not fans of heavy-handed bylaws that meddle unnecessarily in our
private or business affairs.

But when it comes to raves, we say it's better to impose some city control
than to allow underground, potentially hazardous events to flourish. For
that reason, we welcome a proposal to regulate the all-night dance bashes.
It's a sound policy that strikes the right balance between allowing kids to
be kids -- and responsibly protecting their public safety.

Promoters insist raves are all about harmless music and dancing, yet an
Ottawa police report last year exposed them as havens for drugs, underage
patrons, sexual assault and indecent behaviour.

Of course, police want to strengthen security measures. Council would be
wise to back them.

Licensing the all-night events gives police and parents a heads-up about
where the parties are taking place. Right now, many raves are held in
secret, remote and often ill-suited locations.

Regulation also allows city inspectors to ensure room capacity, fire exits,
lighting and on-site first aid, water supplies and washrooms are adequate
to handle the masses.

Dance parties are inherently hot and crowded -- this will reduce the risks
of dehydration and fire traps.

And to make sure the ravers get home safely, the city might also consider
an awareness campaign. It's a valuable reminder that driving while
sleep-deprived is as dangerous as impairment from booze or drugs.

We're sure some will denounce the proposed licensing fee of $180 as a cash
grab -- but it's hardly prohibitive. In fact, it's a bargain when you
compare it with other cities that charge between $200 and $1,000.

Any reputable, responsible rave organizer will not quarrel with that minor
fee or the required safety measures. Many already find suitable venues and
hire security guards or off-duty cops to supervise their events.

For those promoters more interested in making a quick buck, regulation will
allow officers to weed them out, fine them heavily and eventually shut them
down.

We believe teens have the right to have fun and, if their parents allow it,
to dance until dawn. We just want them to do it safely.

That's why councillors must take steps to control raves now. Don't wait for
a death or serious injury -- then wonder how it might have been prevented.
