MIND THE STRIKES
With the possibility of habitual criminals being people with drug habits,
let's not let that crime be the final strike for habitual-offender purposes.
Unless the person is committing a crime against another person, then let's
not put him away.
Our system cannot continue to incarcerate people whose only victims are
themselves.
