The New Zealand study Chris Kempling refers to appears to be in 2004
under Journal - Professional and Other Non-Research Articles, written
by Fergusson, D.M. and consists of three articles - letter to the
Editor, a reply, and something possibly from Addiction magazine 99,
page 505-515.
If your readers are going to quote studies, they should also quote
the proper references, otherwise the words are nothing but rhetoric and rumour.
I would suggest Chris Kempling read the entire Supreme Court of
Canada decision at R. v. Malmo- Levine; R. v. Caine, [2003] 3 S.C.R.
571, 2003 SCC 74 where at least the evidence put forth was subjected
to scrutiny.
