DRUG WARRIOR IS DELUDED
It is hard to believe that Steve Easton can repeat, with a straight face,
drug-warrior lies about winning the drug war ("Incarceration is costly, but
it works," @issue, Oct. 20). To identify the increase in plea bargaining as
the reason drug use went up during the Clinton years leaves out two main
points: Incarceration rates for drug use increased during those years, and
mandatory minimums have not actually reduced sentencing discretion. Control
has merely been transferred from judges to prosecutors.
