HELP THE ADDICTS, DON'T JAIL THEM

Re: the "Red Zone" series.

If you eliminate the drug and alcohol users from Victoria's Red Zone,
the drug distributors and vendors will be out of business.

We have built a detention centre for young offenders; why do we do not
have a similar institution for the addicts downtown? Jail is not the
answer, it should be mandatory that the addicts be taken from our
streets and weaned from the problem.
