ARROYO GETS SURPRISES IN POLICE CAMP INSPECTION

IT was President Arroyo's turn to be surprised when she conducted another
one of her "surprise inspections," this time at the police station in Camp
Panopio in Cubao, Quezon City.

Arroyo came from a visit to Antipolo City and proceeded to Station 7 and
the Camp Panopio station to see for herself how the policemen of Quezon
City are handling the drug problem.

Half of the drug pushing in the street level in Metro Manila is done in Cubao.

But Arroyo was dismayed when she entered the office of Supt. Rosendo
Franco, head of the Camp Panopio station, because she found stacks of
pirated pornographic video compact discs (VCDs) on his table and all over
his office.

Franco was still in New Jersey although the anti-drug conference he is
supposed to be attending ended last June 26. Supt. Efren Sta. Inez, the
officer-in-charge, briefed Arroyo but could not show any efforts against
the drug trade.

Franco's deputies told the President that the VCDs were part of the seized
contrabands by the station but Arroyo wondered aloud that they and their
boss probably watch the pirated porno films since a video set is also
present in Franco's office.

"Naka-set up, e, nanonood yata kayo," Arroyo said. (The system is being set
up, I think you were watching.)

After she was handed several copies of the VCDs, President Arroyo could
only exclaim: "Que horor!"

Arroyo ordered Sr. Supt. Napoleon Castro, Quezon City police chief, to
investigate Franco as soon as he returns, saying Franco could not possibly
solve the high crime rate in Cubao with such a low moral foundation.

"Terrible," she said, shaking her head.

Arroyo also told Castro to study the possibility of consolidating the Cubao
area under one station since jurisdiction of the district is chopped up
among stations 7, 8, 9, and 10.
