Not quite everybody is a loser.
The War on Drugs has transformed the former "Land of Liberty" into the most
incarcerated nation on the planet and in history. Thus, it also has created
hundreds of thousands of relatively high-paying government jobs. And that
is prime reason the war has not ended. Those with the government jobs will
do anything and everything in their power to make sure the drug war never ends.
