DARE WOULD BE EVEN BETTER IF IT SERVED ITS PURPOSE
One can certainly appreciate Const. Anette Martin's defence of DARE
as providing, as a side benefit, opportunities for police to forge
links and relationships with students. How much better, therefore,
were it also a program that demonstrated benefits in regards to its
primary mission of reducing or delaying experimentation with
psychoactive drugs. Such programs do exist. Would it be too much to
ask that they become a part of Martin's armamentarium to replace the
(at best) no effect (and at worst increased use) impact of DARE?
