5 POLICE CHIEFS FACE RELIEF

LINGAYEN -- Five chiefs of police are facing possible relief from
their posts for failure to conduct an illegal drug campaign at their
respective areas of responsibility during the two performance
evaluation periods set by the provincial director.

The Performance Audit Team will further deliberate upon the status of
five others.

In relation, police stations that have arrested drug personalities and
cleared drug-affected barangays received cash incentives. The
performance audit covered June 16 to July 30.

Emerging as the topnotcher was the San Quintin police station, which
is under the command of Senior Insp. Medardo Q. Soriano.

The police station received P23,000 for arresting 23 drug
personalities from June 16 to July 30. Part of the parameter is the
filing of appropriate charges against the suspects and the inclusion
of the criminal case numbers in their reports submitted to the audit
team.

The Urdaneta City police station under the leadership of Supt. Raul D.
Petrasanta placed second with 17 arrests.

Meanwhile, the Sison police station was able to clear two drug
affected barangays for the same period.

These were announced Friday during the command conference presided by
Provincial Director Mario R. Sandiego.

The performance audit team is chaired by Supt. Ricardo Tamayo, deputy
provincial director for administration, with Supts. Edgar Basbas and
Manuel Obrera, deputy provincial director for operation and head of
the Provincial Anti-Illegal Drug Special Operations Task Force
respectively.

Facing relief are Senior Insp. Jeremias R. Rasing of Agno police
station, Supt. Zosimo M. Fernandez of Bani, Senior Insp. Tomas C.
Obillo of Dasol, Chief Insp. Reynaldo Tamondong of Basista and Senior
Insp. Leonardo E. Tabelia of San Fabian.

Those facing further evaluation and deliberation are Chief Insp.
Benjamin P. Ocomin of Bolinao, Insp. Rosito C. Camazo of Mabini, Insp.
Diosdado B. Ginez of Sta. Maria and Supt. Bernardo Reamon.

Included in the list is Burgos police station; however, the other
officer-in-charge designated by the mayor is a non-officer and was not
recommended by the provincial director.

The officers will be asked to explain why they should not be relieved
from their units despite their failure to deliver results despite the
repeated directives issued by higher officers.

The final decision on who will be relieved will come from
Sandiego.

"This is not an arbitrary finding. The collegial body came up with
their decision after thorough and exhaustive analysis, examinations,
study and assessment of the reports submitted by the police chiefs,"
Sandiego said.

Reports on clearance of drug-affected barangays must be accompanied
with a Badac and Municipal Anti-Drug Abuse Council (Madac)
certifications attesting it was really cleared, also with accompanying
photos.

The conduct of performance audit was one of the directives issued by
Chief Supt. Claudio Cabreros, Police Regional Office (PRO) 1 regional
director during the regional police command.
