To the Editor:
Re "Justice Kennedy Speaks Out" (editorial, Aug. 12): One of the primary
reasons America now has the highest incarceration rate in the world is our
draconian drug laws.
If you look at, for instance, foreign policy, health care, the economy,
you'll see the nefarious tendrils of the drug war, just as the alcohol
prohibition policies infected America during the last century.
