WOMEN IN PRISON TASK FORCE SEES STUDY
States with fewer people in prison spend more on legal services,
substance abuse programs, probation and parole than Oklahoma and other
states with high female prison populations, state corrections experts
said Wednesday. Criminal Justice Resource Center Director K.C. Moon
said there is a link between lower spending on services and higher
incarceration rates.
"Oklahoma's per capita expenditures of $6.06 for state-supported
alcohol and other drug abuse treatment programs is 117 percent less
than the U.S. average of $13.17," according to the study Moon
presented to the Special Task Force for Women Incarcerated in Oklahoma.
"Oklahomans using state-supported programs are using those because
they don't have insurance," Moon said. "Oklahoma leads the nation in
the number of people without health insurance."
