UNRAVELING THE RAVE ACT
My husband and I were reading your Winners and Losers of 2003 article
[Jan. 1] last night. When we came across the entry for [Sen.] Joe
Biden and the so-called Rave Act, which makes club owners liable for
patrons who covertly use drugs in the establishment, my husband had a
good suggestion. Since the government buildings in Washington are
public buildings, maybe someone should covertly use drugs there and
sue Congress for $250,000 for letting them get away with it.
Better yet, sue the police for letting some people get away with it.
After all, stopping drug use is their job more than it is the job of a
club owner.
