BAN LIFTED ON D.C. NEEDLE EXCHANGE

Talk of the Nation, July 2, 2007 - Last week, Congress lifted a ban
that prevented the use of District of Columbia tax dollars for needle
exchange programs. The programs allow drug users to exchange dirty
needles for clean ones in an effort to prevent the spread of HIV.
