DRUG BILL
It was very refreshing to read two rational pieces in the Post's
opinion pages that opposed Representative Rob Portman's zero tolerance
"Drug Impaired Driving Enforcement Act of 2004".
This bill has nothing to do with impaired driving, it's really about
finding new ways to punish people for situations that do not
constitute a legitimate threat.
For example, marijuana can be detected weeks after you have been
exposed, either directly or indirectly by second hand smoke.
Thus a person could be convicted even though they were not impaired at
all.
This bill has no basis in science or fact.
