Any actions taken by the Vancouver police to discourage drug use have
a positive effect on some users, making it more difficult to score and
providing incentives for addicts to clean up. Keep it up.

Because of the predatory nature of the drug subculture, there are few
incentives for most addicts in the Downtown Eastside to seek help.
When someone is at the point of wanting help to stop taking drugs,
there is always someone there to encourage them to stay addicted and
provide the means to do so.

The drug trade is also a major employer with benefits -- more drugs
and even credit for them.
