National Capital Regional Police Office (NCRPO) chief Director
Ricardo de Leon announced that his command's efforts in
eradicating the few unscrupulous elements in the ranks of the
Metro Manila police shall be thorough and unrelenting saying
rogues and scalawags have no place in the police service.

De Leon made the stern warning to all officers and men of the
NCRPO following a story featured in a television program where a
policeman in his uniform was shown engaged in a shabu sniffing
session with two other unidentified civilians inside a Police
Community Precinct (PCP) of the Pasig Police Station.

De Leon immediately directed Eastern Police District Office (EPDO)
director Chief Supt. Oscar Valenzuela to initiate summary dismissal
proceedings against PO1 Samuel Quiteves, an operative assigned
with the Pasig Police PCP6 in Barangay Palatiw, Pasig City.

He also directed the EPDO director to determine if any other
policemen assigned at the PCP are involved in similar illegal
activities and to determine the suspect's immediate superior's
liability relative to the incident.

De Leon said Quiteves is a disgrace to the institution and deserves
the top spot of the "horror roll."

"He has shamed the PNP and he will face the full force of the law
for his contemptuous act," De Leon said.

He further pointed out that the fact that Quiteves engaged in a
shabu session right inside the PCP detachment shows his absence
of respect for the institution and puts under question his superior's
leadership.
