2 WPD COPS PROBED FOR 'HULIDAP'

AT LEAST two members of the Western Police District are now being
investigated for alleged involvement in "hulidap" operations, it was
learned yesterday.

Sources said the identities of the policemen were withheld pending result
of the investigation.

Meanwhile, the WPD leadership washed its hands off on accusations that some
of its operatives were engaged in the racket.

Despite strong evidence linking Manila policemen to "hulidap" incidents
recently, WPD director Chief Supt. Pedro Bulaong said that civilians were
the real "hulidap" members and not lawmen.

Bulaong said the "hu-lidap" incidents involved civilians dressed up as
policemen like in the case of two FX-taxi robbers who were arrested earlier
this month.

Earlier, Citizens Action Against Crime chairwoman Teresita Ang-See
disclosed that some policemen were behind the series of "hulidap" incidents
in Manila and Quezon City.

Ang-See said the "hulidap" cops extorted between P600,000 and P1.2 million
from their victims.

Their modus operandi is to plant drugs on their victims and threaten to
charge them in court if they would not pay up.

Bulaong said he is now coordinating with Chinese-Filipinos to identify the
police personnel conducting such extortion activities.
