POLICE FILE MURDER CHARGES VS. EX-PDEA LEADER JAYLO
POLICE have filed murder charges against retired captain Reynaldo Jaylo and
several others for the killing of three persons during an antidrug
operation in Manila early this year. They were also accused of planting
evidence.
Senior Supt. Don Montenegro of the Criminal Investigation and Detection
Group (CIDG) said in a four-page compliant that at dawn on January 9, 2004,
Jaylo led a team of civilian agents in summarily killing Federico Dino and
Enrique Esguerra and one of his civilian agents, Richard Elnar.
Other respondents were Insp. Hernando Tiongson, and civilian agents Edgardo
Castro, Cecilio Garcia, Octavio Ansay, Joseph Bernabe, Graciano Concepcion,
Toto Magsino, Cris Magsino, Adonis Amarante, Ariel Padua, Pete Manalaysay,
Alex Soriao and other John Does.
Jaylo, now head of the Presidential Task Force Against Illegal Recruitment,
was the head of the Philippine Drug Enforcement Agency Task Force Hunter at
the time of the killings.
Montenegro said Jaylo and company were implicated by one of Jaylo's
civilian agents on July 7.
Drug suspects Dino and Esguerra were picked up by Jaylo's men on Retiro
Street, Quezon City, on the night of January 8 while the two were aboard a
Toyota Hi-Lux (XGU-201), the witness said. They were directed to proceed to
the San Andres market in Manila, where they would be met by Jaylo.
When told that no illegal drugs could be found on Dino and Esguerra, Jaylo
reportedly said he had already asked someone to get the evidence.
"At about 1:45 a.m. [January 9] a civilian agent, Bob Garcia, arrived [at
the Task Force Hunter office] in a black car and gave a bag containing
boodle money and shabu to Director Jaylo," the complaint sheet said.
Jaylo's group then proceeded to San Andres market aboard a Mitsubishi
Adventure van where they picked up the suspects and headed toward Padilla
Street in Binondo, Manila.
"As soon as the group stopped at the bridge [Padilla Street], Director
Jaylo, [civilian agents] Egay Castro and Joseph Bernabe alighted from the
Toyota Hi-Lux while Eric [Dino] was left inside," the complaint sheet said.
"The Mitsubishi Adventure stopped behind the Toyota Hi-Lux and Ces Adonis
Amarante and Alex Soriano unloaded [Enrique] Ike Esguerra into the bridge."
The witness said he saw Jaylo go to the driver's seat of the Toyota Hi-Lux
and "mercilessly" shoot Dino.
Esguerra, on the other hand, was allegedly shot by Ces Egay Castro and
Joseph Bernabe.
