HOW IS A CRACK KIT 'HARM REDUCTION'?

How is giving addicts free crack-smoking kits "harm reduction"?

I live in the Downtown Eastside and every day I go out, I see needles,
wrappers, broken pipes and other drug tools. Our families down here
can't even enjoy playing in the autumn leaves with our children or
grandchildren because of these discarded drug tools.

Whose idea was it to supply the free crack kits with instructions? Why
not just say, "Here, you want to be a junkie or crack user? All you
have to do is follow these instructions."

The dealers are in a win-win situation. Drug users are safe, and there
are morons out there who will supply them with tools for their drug of
choice.

How about showing a little compassion for the poor families who are
forced to live down here?
