COLLEGE SCHOLARSHIPS FOR STAYING CLEAN
My initial reaction to Gov. Bill Owens' proposed Colorado Achievement
Scholarship was one of wonderment. However, the more I thought about
it, the more credible the idea seemed. I do wonder why the
prerequisites in the proposal should only apply to low-income
students. Why not apply the conditions to all college-bound students,
to avoid some students feeling as though they have been unfairly
targeted? This plan seems to tacitly infer that higher-income students
should not be held to the same standards. Smoking, drinking and drugs
are certainly vices that students and older adults as well should
avoid, and I must add that I am surprised that premarital sex wasn't
included in Owens' prohibitions.
