FREEBIES YIELD RESULTS
Winnipeg Regional Health Authority was a runner-up in the Canadian
Taxpayers Federation's Teddy awards for the free crack pipe giveaway.
The Dutch give out free heroin and needles to addicts. Since the

Sad to see that Canadian Taxpayers Federation's xenophobic ignorance
targets an initiative to help curb an extremely serious health concern
which most likely yields tangible results.
