CRACK PIPES, TAX DOLLARS AT WORK
Can someone please explain to me how giving out crack pipes ("Crack
kits in Ottawa," March 31) is going to reduce HIV spread among
injection drug users? Just because 75% of needle users also smoke
crack doesn't mean that they'll stop using/sharing needles. Our tax
dollars at work.
