WHERE IS THE COMMON SENSE?

Where is the common sense in this city, giving free crack pipes to the
addicts? Have they forgotten that buying and smoking crack is against
the law and should not be encouraged? These people should be helped,
not encouraged to smoke crack.

The idea is that if they are given free pipes they will not share
those pipes. If those politicians believe that, maybe they should go
and live with these addicts for a few days to see if they use the
pipes and read the literature attached. They might find that most of
these addicts find the whole thing a big joke and still share the
pipes with other addicts.
