I am rather befuddled as to why The Sun is reporting about rival
councillors agreeing on pot legalization when apparently the mayor has just
released a 24-point report on drug prevention. I say apparently since no
plans to actually prevent drug use are mentioned in your article.

I checked the city's website and couldn't find the actual report there
either. What I did see was a lot of ways in which we are going to "reduce
the harm" caused by drugs and alcohol and how we are going to handle
housing among other things. That's all fine and dandy, but what is the plan
to create an environment in which fewer people start to take drugs?

Where are the research papers showing why people take drugs and what we are
going to do about it? The word "prevention" suggests we are going to
prevent more drug abuse. I'd like to see the plan for that.

We need to create an environment in which a person in distress is helped
without drugs. Ninety per cent of the severe drug addicts I surveyed
started taking drugs because they had some emotional or circumstantial
situation to which they had no solution. (The others started by getting
hooked on medical drugs.) So, they turned to drugs to numb themselves. This
is what needs to be addressed -- not who gets the money that drugs generate.
