PROPOSED RULES

To stem growing neighborhood complaints and federal government scrutiny, San
Francisco supervisors are considering regulations for pot clubs that could
become a national model. Patients, their advocates and dispensary operators
generally back the proposals. Among the highlights:

If marijuana smoking is allowed on-site, it must be located at least 1,000
feet from a school or community center, and no odor can be emitted to
neighbors.

Patients may possess or purchase no more than one pound of marijuana and 12
mature (or 24 immature) plants unless a doctor recommends more. That's twice
the amount specified in Proposition 215.

The marijuana must be produced in California.

A dispensary would be banned from making ``excessive profits'' and must make
its books, though not patient records, available to city health officials.

A $100 fine would be imposed for double-parking in front of dispensaries.
