I think this editorial missed the point. Prevention and deterrence
are important, of course. But what message is being conveyed by
saying that getting tough with sentencing will not work? That it is
better to surrender and let crimes continue with "slap on the wrist"
punishments? Is our system of minimal punishment working to anyone's
satisfaction (save that of the criminals themselves)? I think not.
The whole point is to protect society from the crimes and actions of
habitual offenders.
