CRACK ADDICTS PAMPERED

Let me get this straight: If I were a smoker I would have to bundle
up, brave the chilly winds, snowstorms, etc., in order to partake of a
cigarette which I have bought legally at my favourite smoke shop.
However, if I were a crack addict, I would be supplied with a nice,
warm and cozy environment to partake of an illegal drug that the
government will provide me with for free. Am I missing something here?
