PLAN FOR DISASTER, NOT FOR INJECTIONS

Instead of setting up drug injection sites, Mayor Alan Lowe's job
should be to develop a safe evacuation and disaster recovery plan
before the next large earthquake and tsunami hit this city.

This plan should outline the location of emergency shelters and
specify reconstruction details, medical facilities and services, for
the period following a large quake and tsunami. This plan must be
distributed to all homeowners.

I believe that taxpaying citizens of Victoria would be quite happy
with this proposal. It certainly is more helpful and realistic than
drawing an ever larger number of criminals into Victoria.
