Les Leyne had fun with that theme and I certainly enjoyed a good laugh.

I would point out, however, that he might have jumped to an erroneous
conclusion. "The board stressed that there is no evidence that the
crew members on the bridge at the time of the accident were
impaired," does not mean dope had nothing to do with the sinking.

It simply means that there is no evidence, which comes as no surprise
since investigators denied the B.C. Ferries president's request for
drug testing after the collision.

There is also no evidence that crew members were drug-free -- and how
much better it would have been to clear their names on that.
