Drug Paraphernalia Are Too Available

My son turned 14 this month. This week my husband and I found a
"pot-seed crusher" in his coat pocket. Needless to say he got the
third degree with some major groundings. After our interrogation, we
learned that he had walked into a store on Sherbrooke St. and bought
this thing without any problem.

How can a 14-year-old buy drug paraphernalia without any problems,
yet when I send him to buy his student bus pass, he is asked for ID?

We cannot send our children to buy cigarettes or alcohol for us, but
if we want to smoke some weed, we can always send him to the
specialty shop around the corner to pick us up a pot pipe or a bong
without any hassle.

I have tried unsuccessfully to find a law regulating the sale of drug
paraphernalia to minors in Canada. I have been told that this is a
grey area. The seller just has to say that the product is sold to
smoke/crush/grow herbs. Is there anything that I can do to prevent
this store from selling to minors?
