LEGAL HARD DRUG TRADE TOUTED
Substances such as heroin and crystal meth should be legalized to end
a disastrous war on drugs, Seattle's former police chief told a
Calgary audience yesterday.
Norman Stamper said a drug war that's cost the U.S. $1 trillion since
1970 has failed and a new approach to the issue is needed.
"No country has a bigger drug problem than the U.S. and no country
has a more aggressive approach to the drug war," Stamper said.
He said the more damaging the drug, the more it should be regulated
rather than prohibited due to the dangers those substances pose when
purely in black market hands.
