LONG OVERDUE
Our last national commission on drug abuse was in 1973, and it begged
us to "redirect" a strategy built on "incorrect assumptions."
This commission is the means to assessment and accountability that we
should have done ourselves long ago.
We have reaped the whirlwind of dogged persistence in the face of
miserable failure.
