CALIFORNIA CONVICT RELEASE IS A FAILURE OF LEADERSHIP

I have a simple question for those states trying to trim their prison
budgets: Wouldn't they be better off, and save even more money, if
they just stopped arresting people for nonviolent drug offenses?
