Mexico To Legalize Drugs In Certain Cases

Mexico's congress approved legislation the other day decriminalizing
possession of small amounts of narcotics, including cocaine and even
heroin.

President Vicente Fox has indicated that he will sign the bill. The
idea is that authorities will focus on large drug-trafficking operations.

That is sure to complicate U.S. anti-drug efforts as well as joint
U.S.-Mexican joint operations. Cracking down only on the kingpins will
not solve the problem.
