BOARD OF SUPERVISORS: SUPES TO HEAR FEE PROPOSALS AND GARDEN'S GATE
DEVELOPMENT CHANGES
A new fee of $1,050 is proposed for marijuana cooperative licensing,
in addition to third-party inspection authorization permit fees of
$1,500.
The Mendocino County Board of Supervisors will consider adopting the
fees as part of its master fee schedule during its Tuesday meeting,
along with new fees proposed for transferring materials at the county
library.
The explanation for the licensing fee for marijuana cooperatives says
a sheriff's patrol sergeant would need to spend at least 12 hours
processing each application. The fee covers application review, a
background check and inspection of the site, including travel time,
as required under the county's newly revamped medical marijuana
cultivation code.
The county auditor found that the fee isn't more than the county's
cost to provide the service.
A minimum of 18 hours would be needed to authorize permits for
third-party inspectors, according to the Sheriff's Office's
explanation of separate fees required for third-party inspectors.
The inspecting company and individual inspectors would need to pay
separate fees, each $1,500, if the proposal is adopted. The fee
covers the cost of application review, background check and
fingerprinting.
The county library is also proposing new fees. They include a $10 fee
for out-of-state libraries to borrow materials, and $2 for customers
to borrow materials that are transported between libraries.
"We have seen an increase in these types of loans," County Librarian
Melanie Lightbody writes. "While we expect that charging these fees
will reduce demand, we believe these fees will recoup our costs overall."
The hearing for the fee changes is scheduled at 9:30
a.m.
Also on the supervisors' Tuesday agenda is the final authorization of
changes to agreements with the developer of the Garden's Gate
subdivision south of Ukiah. The changes include removing an access
road and allowing the developer to submit a separate map for four
units north of Spanish Canyon Creek.
No additional environmental impacts were found, according to a
summary. The hearing is scheduled for 9:30 a.m.
The board will also consider approving a contract with Solid Wastes
of Willits, Inc. to lease and operate the county's solid waste
transfer stations. The discussion is scheduled for 3 p.m.
The board will also consider a coastal rezone and a potential breach
of contract on a Williamson Act agricultural preserve contract in
Little River.
