MEDICINAL POT USERS COMPLIANT

According to an Appeal-Democrat article, Sutter County Sheriff Paul
Parker endorsed the medical marijuana ID program as a way to separate
medicinal from criminal elements and thus reduce the workload for law
enforcement, clearly a benefit to the county.

Additionally, the county would receive net revenue of $64 per card
issued. I seriously doubt the administrative costs of running the
program would exceed that number. What I don't understand is the
benefit to a "card holder?" Medicinal users have already received a
prescription and paid a doctor for it. They are compliant with the
law. Why would a medicinal user want to pay a fee and go through the
red tape of getting a county-issued card?

Seems to me Sutter County just shot itself in the foot by deciding
not to participate in the pot card program. What is it I'm not getting here?
