TIME NEEDLE-SSLY WASTED

Safe-injection facilities are needed immediately. Let's set them up
now and then, if the Supreme Court finds against them, people will
know what they have lost and will be ready to lobby their MPs to
create legislation that will allow for these facilities. I see this
as an educational process as well as a legal one.
