JUAREZ RESOLUTION

El Paso City Council got it right the first time (January 2009). The
whole drug war needs to end. Taking away their outlaw drug market will
end Mexican drug cartels the same way repealing alcohol prohibition
put the bootleggers out of business.

Eliot Ness never shut down the booze gangs. Repeal and a regulated
market for adult alcohol use shut down the booze barons in a matter of
days and we haven't had a bombing or a shootout over a beer route since 1933.

If the goal is to eliminate drug dealing cartels and violent drug
gangs, legalization and regulation is the only policy that works
because criminals thrive under a prohibition policy.
