There should be no fine. Using drugs is not a crime, and most problems
with drug use are because of Prohibition. Legalization, regulation and
control are the only ways to minimize the harms of drug use.
Prohibition causes an open, unregulated drug market operated by
criminals. Allowing criminals to control the drug market is a stupid
public policy. Please visit www.leap.cc. Ask cops why drugs should be
legalized.
